La Constitución de 1978 y el Estatuto Vasco de Autonomía de 1979 abrieron el camino para la primera promoción, en 1982, de la Policía Autónoma Vasca, ERTZAINTZA (una palabra vasca que significa "grupo de protectores o guardianes". Al agente individual se le denomina ERTZAINA).
Los policías de la primera y segunda promoción (1982-83), un total de mil doscientos, recogieron mil firmas para apoyar la fundación, el 21 de noviembre de 1984, del Sindicato Independiente del Ertzaintza, Er.N.E. (Ertzainen Nazional Elkartasuna). La palabra "erne" que tiene un doble significado en lengua vasca: origen y vigilante.
Las intenciones de Er.N.E. están claramente expresadas en la Declaración de Motivos que abren sus Estatutos, que entre otras cosas dice: "El objetivo principal de Er.N.E. es la consecución de una Policía Vasca euskaldún, democrática, profesional, eficaz y al servicio de toda la sociedad vasca".
Hoy, 24 años después, hay veintiún promociones en servicio, 8.000 policias, para una población de poco más de dos millones de habitantes del País Vasco.
1978ko Konstituzioak eta 1979ko Euskal Autonomi Estatutuak, Euskal Polizia Autonomikoaren hedapenerako bideak ireki zituzten. ERTZAINTZA (herri zaindari taldea esan nahi duen euskal hizkia, bakarkako agenteari ERTZAINA deritzen zaio).
Lehen eta bigarren promozioetako Ertzainak (1982-83), guztira mila eta berrehun, mila sinadura jaso zituzten, 1984ko Azaroaren 21.ean Ertzaintzaren Sindikatu Independentearen sorrera bultzatzeko, Er.N.E. (Ertzainen Nazional Elkartasuna) "erne" euskal hizkiak esan nahi bikoitza du: jatorria eta aditasuna.
Er.N.E.ren egitasmoak garbi agertzen dira bere Estatutuen sorrerako Arrazoien Adierazpenean, besteak beste dio: "Er.N.E.ren helburu nagusia Polizi euskalduna, demokratikoa, profesionala, eraginkorra eta euskal gizartearen zerbitzura egongo dena sortzea da". Gaur, hogei ta lau urte igaro ondoren, hogei ta bat promozio daude zerbitzuan, 8.000 Ertzain Euskal Erkide Autonomoko bi milioi inguruko biztanleriarentzat.
